Editorial Policy
The Journal of Intelligent Engineering and Informatics (JIEI) is committed to maintaining the highest standards of scholarly publishing through a transparent, fair, ethical, and efficient editorial process. The Editorial Board ensures that all submitted manuscripts are evaluated solely on their academic merit, originality, scientific quality, methodological rigor, and relevance to the journal's scope, without discrimination based on nationality, gender, ethnicity, institutional affiliation, religious belief, or political philosophy.
The editorial process follows internationally recognized publication ethics, including the recommendations of the Committee on Publication Ethics (COPE) and established best practices in scholarly publishing. JIEI maintains strict confidentiality throughout the editorial and peer review process. Editors, reviewers, and editorial staff shall not disclose any information regarding submitted manuscripts except where necessary for legitimate editorial purposes.
Editorial Code of Conduct
The Editors of JIEI are expected to maintain the highest standards of professional integrity, impartiality, and ethical responsibility.
Editorial Independence
To maintain editorial independence, editorial decisions shall be free from commercial influence, financial interests, political pressure, institutional influence, and personal relationships. Editors shall evaluate manuscripts solely on:
- Scientific merit
- Technical quality
- Originality
- Importance of the findings
- Relevance to the journal's scope
Manuscripts shall be assessed without discrimination based on race, gender, nationality, religion, institutional affiliation, seniority, or career stage.
Avoid Conflicts of Interest
Editors must recuse themselves from handling manuscripts when:
- They have collaborated with the authors.
- They work at the same institution.
- They have financial interests.
- They have personal relationships.
- Any situation exists that could impair objective judgment.
Such manuscripts will be reassigned to another qualified editor.
Promote Publication Ethics
Editors shall actively investigate:
- Plagiarism
- Duplicate publication
- Fabricated data
- Image manipulation
- Citation manipulation
- Ethical misconduct
- Authorship disputes
Appropriate actions will be taken following established ethical guidelines.
Maintain Professional Conduct
Editors shall:
- Treat authors respectfully.

- Protect confidential information.
- Make timely editorial decisions.
- Encourage constructive peer review.
Confidentiality
Confidential information includes:
- Manuscript contents
- Author identities (where applicable)
- Reviewer identities
- Editorial correspondence
- Review reports
- Editorial decisions
- Supplementary materials
Editors and reviewers shall not:
- Share manuscripts with unauthorized individuals.
- Use unpublished information for personal research.
- Discuss submitted work publicly before publication.
- Copy or distribute manuscript contents.
Confidentiality obligations continue even after the editorial process has concluded.
If research misconduct investigations require information sharing, disclosure will occur only to the extent necessary and in accordance with ethical guidelines and applicable laws.
Standards for Appropriate Citation
Ethical citation practices are essential to maintaining the integrity of scholarly publishing. JIEI expects authors, reviewers, and editors to avoid citation practices that artificially inflate citation metrics or distort the scholarly record.
- Excessive self-citation or unnecessary citation of works authored by others solely to increase citation counts, including over-referencing articles previously published in JIEI.
- Citing sources that are unrelated to the submitted research or have not been carefully evaluated for relevance and quality.
- Editors requesting unnecessary citations to their own publications or to articles published in JIEI solely to improve journal metrics.

In certain situations, such as specialized research areas or follow-up studies, self-citation may be scientifically justified. However, editors will carefully evaluate such cases to ensure that citation practices remain ethical and appropriate. Manuscripts that exhibit unethical citation behavior may be rejected.
